How I can get in touch with these owners beforehand? Sometimes, the phone # may be listed on whitepages.com. Most of the time it’s not. Is there a direct route to finding a homeowner’s contact info through knowing their home address?
Is it possible for me, with proper permission, to go inside and view these properties before the auction?
The bank requires authorization from the homeowner, before they can discuss the property with me, is there a way around this, considering the home will be auctioned off anyway at this point?
You could try a skip trace, or send them a mailing and see where it gets forwarded to.

No, the bank doesn't own the property at all, so it is up to the owner to give you permission to discuss their loan with their bank.
