It is not an ethical question, it is a question of opportunity, black hat is everything that tries to influence the ranking of a site or page, exploiting limits or gaps in search engines, in the long run in any case it is a non-viable strategy , as it can lead to penalties following search engine upgrades
Everyone else is pretty spot on. It’s basically the “easy way” to get your page on to the SERPs but Google is increasingly getting better at weeding these people out and penalizing them. If you get caught good luck getting back to whatever page you were on. You’ll have to fill out one of their reconsideration request forms disavow all of your previous black hat links etc
Blackhat SEO is not illegal SEO, Illegal SEO would be stuff like viruses that take over a system. Black Hat SEO is simply anything you do to affect the ranking of a website in any manner that the search engines do not agree with. Many. It is a constant moving target when it comes to SEO so what is acceptable with Google today will be different in a week. If you take Google literately, if you do anything online with the intent of it to affect ranking you are going against Google’s terms of service so you are technically doing black hat work. A good example of black hat is using text as the same color as the background color of the page. So if you wanted to rank for a specific keyword “mortgages” you would have that word display in the same color as the background over and over and it helped to rank. Google has a process in place now to catch it but the idea remains. At one time it was fine to do it and now you get it trouble. Google makes about 600 changes a year so as I said it is a moving target.
