Why not just say what you really think, Sparky?

From my experience:

a. have the property manager speak to the tenants directly and inform them that they are violating rules of the apartment

b. keep her (would have to change whole building policy) with an additional deposit+ monthly rent, or if you want stay firm and there is an ability to collect on the tenant precede with formal notice and court ordered eviction if they do not move out

c. as far as the roof leaking, this is a peripheral issue and should be handled in a timely fashion to avoid any performance issues by the lessor
