I recently bought my first rehab project, and our budget is really tight…as we have had to cover some hidden expenses…regardless, the fence looks fairly bad- has some rotten spots…should we replace the fence or just work with what we got?

You have another option, too – tear it down!
If the “bones” of the fence are good, I’d try to repair it and then paint/stain the whole thing (hint - use a cheap “Wagoner” power sprayer – they’re great for fences but crap for most everything else!).
