Also, any body know an affordable listbroker.

There are lots of services where you can pay to get information (List's) of properties that had "Notice of Defaults" filed against an owner and property! (Foreclosure.com / Foreclosures.com / etc, etc, etc.)
As for out of town owners if you prescribe to a data service you can search for owner addresses outside of a specific state!
You also can get this information through the tax assessors office of tax bills sent to out of state owners!
That I know of there are no specific lists brokers of out of state owners!
