can a tax lien prevent a HELOC?

Hi,

I forgot to pay some taxes and have a lien on my property.  I wanted to get HELOC to pay off some debt, .....

will the lien prevent my HELOC?

I never understand why people come to this board to ask a question like this.  Call the bank and ask them!  They are the one who will decide.
