Marketing to homeowners with outstanding Tax Liens

Has anyone tried with any success marketing to home owners with outstanding Tax Liens?
Instead of competing with all the other investors for the liens, and IF I’m successful in bidding, then waiting to possibly foreclose… I am thinking of marketing directly to the homeowner who has an outstanding lien ( or pending deed sale )

My thinking is there is some type of financial distress and possibly a motivated seller.
There MAY not be a bank involved, since the bank would have escrowed their money and kept their txs current.
