Does this make Flipping illegal?

This is an artical that makes certain flips illegal?
http://www.dfwrein.com/education/articles/7/
Would this make assigning a contract that I over to an invest illegal? What sort of impact does this legislation have on birddogging/flipping?
Thanks!

Mike,
This article has to do with "predatory lending" fraud, are you planning on financing the properties you bird dog of flip? If not then you will be just fine.
Bird Dogging or Flipping as we do it as creative real estate investors is not illegal.
