A friend of mine recently bought his first tax foreclosure without realizing that he owes the taxes after the judgement date … now he owes taxes since 1995 because the judgement date was 1994 !! Can he appeal to the taxing entities to reassess the previous taxes or the only solution is to pay?

Pretty sure you have to just pay. I missed the dead line to protest the evaluation once and was told too bad, just wait till next year. Need to do home work to make sure what else is owed like City and Federal liens, judgements etc. Nice to have a friendly title company help too.
