buy occupied or fix up to occupy

I’d like to buy 4 homes this year for rental income. is it better to buy rented of fix up and rent? I seen mulit-families that had tenants and they were expensive ex. 4-fam 150k 1 bdr units, in a decent area. I’ve also seen 2-3 bdrms in a lower areas for about 25k that rent for 525 a month. I need a few solid rental to build my income before anymore rehabs. Any suggestions or stories?
